Debian no shutdown command ?

I have a new install of debian;
but the reboot command doesn't work.
Tried halt, reboot, shutdown, ...
even as root
But it is like it is not installed, how is this possible ?

for debian you neet to be "real"-root.

So the correct su command:

I had the same problem when I installed a debian server.
